The second edition of the Better Regulation Practices across the European Union report analyses recent developments and current practices for improving the quality of laws and regulations across all 27 EU Member States and the European Union. Using the OECD Indicators of Regulatory Policy and Governance, the report systematically assesses the use of evidence-based tools and stakeholder participation in the design and review of both domestic and EU laws and regulations, and provides a detailed assessment of the application of the proportionality principle. The report presents good regulatory practices and highlights areas that should receive further attention and investment.

Slovak Republic’s energy policies have made significant progress in recent years. Along with its neighbours and with support from the European Union, the country has strengthened cross-border connections for electricity, natural gas and oil, improving its energy security and increasing market competition.

For each country, this publication shows detailed tables relating to the Harmonised System HS 2012 classification, Sections and Divisions (one- and two- digit). Each table presents imports and exports of a given commodity with more than seventy partner countries or country groupings for the most recent five-year period available.

The Interim Report highlights that the recovery remains fragile, with key risks stemming from uncertainty about the war in Ukraine and energy market developments, and significant financial vulnerabilities. Well-designed policy measures are required to reduce inflation pressures, ensure better-targeting of fiscal policy support, and revive sustainable growth.

An ambitious recovery plan and substantial inflows of EU funds provide a unique opportunity to strengthen the economy, but effective and timely implementation will require continued efforts to improve public procurement and public investment management. In the medium-term, rapid population ageing will exacerbate fiscal challenges and weigh on long-term growth. To prepare for an ageing society, pension, health and long-term care, and labour market reforms are needed to extend working lives, improve the health of the ageing population, and enhance the efficiency of public spending. At the same time, population ageing reinforces the need to boost productivity. To reinvigorate the economic convergence process and make growth more inclusive and sustainable, policies to promote adequate skills, foster domestic innovation capacity, and better price environmentally harmful activities are needed.

It analyses integrity standards, including on conflict of interest and post-public employment, and pinpoints where to close gaps in the current legislation to reinforce a culture of integrity across the whole of government. The Review also suggests tools for strengthening engagement with businesses and citizens to understand and uphold their roles and responsibilities for integrity.
