Addressing Rampant Climate Disinformation
Global Covenant of Mayors, Addressing Rampant Climate Disinformation, 2024.
Climate disinformation and misinformation have turned into major challenges for city officials engaged in climate action by undermining trust in institutions and leaders. Falsehoods and lies undermine public support for action, discredit efforts for change, create confusion, and sow mistrust for climate solutions. The aim of disinformation is to erode public support for change at a time when climate impacts are becoming increasingly visible and people are calling for government actions and stronger policies. At the request of its Board Members, the Global Covenant of Mayors is taking a closer look at how to respond to disinformation. This paper explores current narratives of climate denial, explores best practices and proposes proactive strategies to counter misinformation by informing, engaging, inspiring, and empowering constituents expand public understanding and support for climate action.

The 2023 United Nations climate change conference (COP28), which wrapped up in December, took place amid a swirl of false and misleading claims about the climate crisis. Much of this misinformation originated and spread online, fueled by far-right websites and left unchecked by social media platforms. Some of it also came in the form of digital ads from fossil fuel companies. And at the conference itself, a record number of fossil fuel lobbyists were granted access, including more than 160 with a record of climate change denial.

Hot Air | Tortoise MediaThe Tortoise team identified almost 300 individual actors who regularly post online about climate change – in ways that range from skepticism to outright misinformation – and created a database of their content across TikTok, X, and YouTube, as well as news articles and websites. In partnership with the University of Exeter, the Tortoise team analyzed and categorized each post or article. Readers can see how online conversations are making a real-world impact in the case studies, or use the exploration tool to discover what topics are driving the conversation, explore individual actors, and search the database.
