As climate change accelerates, the Arctic has become a frontline of global competition. Melting ice, rising temperatures, and swelling seas have made remote regions at once newly accessible and rife with new dangers. Vladimir Putin's Russia has embarked on a substantial military buildup in the Arctic, and China has also turned its attention northward. The United States, however, has only recently begun to reestablish its Arctic presence after many years of waning influence. America in the Arctic offers a timely and compelling case for why the United States must deepen its commitment to a region threatened by climate change and geopolitical rivalry. Mary Thompson-Jones surveys past and present U.S. relations with the Arctic lands: Canada, Iceland, Greenland, Denmark, Norway, Finland, Sweden, and Russia. She traces the history of the U.S. presence in the far north from the purchase of Alaska through the Cold War, arguing that lessons from the past should inform America's relationships with its Arctic neighbors today. At its best, U.S. Arctic policy balanced security interests with residents' needs and international cooperation on environmental and regional issues. In recent years, many policymakers scrambling to reassert U.S. leadership have framed their goals solely in security terms. Thompson-Jones argues that climate change now poses the greatest challenge, calling for a new approach that is inclusive of all the Arctic's inhabitants. Bringing together national security expertise and historical insight, this book charts a course for American Arctic policy in a warming world.

This book examines Canada's foreign policy in terms of China, pointing to the flaws and attitudes relating to the impracticality and lack of its pragmatic design. We examine the historical and contemporary problem which these states face in terms of their economic, political, and social differentials to see what they have in common, what separates them, and how and why they can overcome these political and social divisions.  Our aim is to provide solution-based strategies to the very substantial, diplomatic, and foreign policy dilemmas which exist between these two countries. We begin with an overview and analysis of the fraught diplomatic and economic relations between Canada and China, particularly exacerbated during the global pandemic. Secondly, we look at these problems and how they might be resolved through developing a human security lens, in particular the idea of what we call a 'human security diplomacy' framework which we believe can advocate and support Canadianvalues while offering a strategic tool for strengthening national interests in the short and long term.  Finally, we look to the future of Canada-Chinese relations emphasizing an optimistic outlook while offering recommendations on how the relationship can be reimagined.    

This open access book contributes to research on the ascendance of neoliberalism in Canada through the vantage point of professional fundraising in the 1990s and 2000s. Fifty high-ranking fundraisers from across Canada were interviewed through 2008 and 2009 about changes they had witnessed since starting their careers. Fundraising as an occupation was burgeoning in this period in response to the devolution of state responsibility across the major domains of nonprofit activity: education, health care, social services, the arts, recreation, overseas humanitarian activities, and environmental protection. Welfare state retrenchment left the nonprofit and voluntary sector competing for private sources of funding with the help of these newly hired expert staff. As fundraisers worked to instill a culture of philanthropy, while targeting the ultra-rich and advocating for tax-favourable treatment of major gifts, they became both products and promoters of the neoliberal political and culturalreconstruction of Canadian society. This book brings together leading scholars and practitioners from around the globe to examine the current roles of and future trends in local government structures and mechanisms in 16 different federal and federal-type countries. In doing so, this volume explores pressing topics such as the institutions of local government, constitutional recognition, financial management, intergovernmental relations, political culture, and the impact of the COVID-19 pandemic on the role of local government in federal systems. Contributors to this volume provide a timely and comprehensive account of the integral role local governments play in federal countries and offer fascinating perspectives on how these roles may change as individual federal systems evolve. These individual analyses are contextualized in a comparative perspective in order to gain a holistic understanding of the challenges and opportunities of various local government dynamics in different regions around the world. Canada Among Nations has been published by faculty from Carleton University's Norman Paterson School of International Affairs for several decades. This year's edition focuses on national security in the 21st Century.  Bringing together emerging and senior scholars, and serving and recently retired practitioners, the volume examines great power competition, the Indo-Pacific, Canada's alliances, the Canada-United States relationship, national defence, and intelligence. The book further explores  broader national security concerns, including Arctic security, natural disasters and emergencies, pandemics and public health, right-wing violent extremism, hostile activities of state actors, cyber security, migration, and organized crime.  

This book describes and analyzes the choices that Canada, as a Middle Power, has regarding the strategic rivalry between the United States and China.  The administrations of Republican Donald Trump and his successor Democrat Joe Biden have taken a hardline stance toward Beijing, which in turn has adopted an increasingly belligerent tone toward Washington.  The posture of the United States toward China has put traditional American allies in a difficult position.  They must choose whether to join the effort to counter China's ambitions, support those ambitions or take some intermediate stance.  As one of America's closest and longest-standing allies, Canada must make decisions that will affect its position in the world for the rest of the twenty-first century.  The book argues that Canada's national interests are best served by alignment with the confrontational posture of the United States while at the same time joining the efforts of U.S. allies Japan, India, and South Korea to moderate the thrust of Washington's Indo-Pacific Strategy in a direction more consistent with multilateralism and the preservation of the rules-based international order.  The book has important implications for other U.S. allies, including the member states of the European Union, Organization of American States and Association of Southeast Asian Nations, each of which finds itself caught in the middle between the world's two greatest powers.

This edited volume, the second volume in this collection, provides a comprehensive overview of contemporary debates and issues in Canadian defence policy studies. The contributors examine topics including sexual misconduct and the crisis of defence culture, personnel retention in the CAF, the impacts of climate change, NORAD modernization, policy trade-offs in the wake of the war in Ukraine, defence spending, procurement, as well as the defence policy making process. 

This book explores the news media's coverage of Indigenous-settler reconciliation following the conclusion of the Truth and Reconciliation Commission of Canada (TRC). Using a comparative case study research design, the book examines news coverage of three significant Indigenous rights issues and events during the post-TRC era. The findings presented demonstrate that in the post-TRC era, the Canadian news media continue to produce systemic patterns in coverage which reject, marginalize and erase the territorial rights and claims of Indigenous Peoples. The author concludes that rather than helping to move the relationship between Indigenous Peoples and settlers forward along a path of reconciliation, power-sharing, and the resurgence of land-based self-determination, the news media are continuing to construct discourses and representations that work against the political objectives of Indigenous Peoples and reinforce settler colonial power relationships in Canada.

This book examines the extent to which the environment is addressed in the sustainability plans of Canadian cities. It assesses if and to what extent select leading environmental priorities are addressed in the sustainability plans of sixteen Canadian cities, followed by analysis of efforts towards each priority. It scores and ranks cities against each environmental priority and highlights what makes some cities lead and others lag in environmental sustainability. The book unravels the complexity, similarities, and differences in environmental sustainability planning across major cities in Canada. The project reflects what's working, who's leading, and which environmental priorities support the sustainable city model. Climate change has exacerbated the impacts of flood, droughts, wildfire and storms, urban centers must account for sustainability to mitigate and adapt to a changing and uncertain landscape. It begins with robust and integrative sustainability plans that prioritize theenvironment. This book will make a timely contribution to the on-going debate regarding the ways and means to become a sustainable city. It reflects the on-going sustainable development discourse and deliberations to meet the Sustainable Development Goals. It cut across many SDGs in particular SDG 11, Sustainable Cities and Communities.
