Growth has remained strong and resilient, fueled by expanding mining activity. However, the escalation of the armed conflict in Eastern DRC is having major negative humanitarian effects and weighed on public finances; upcoming elections, scheduled at the end of 2023, are also adding to uncertainty. Since the last review, the government’s revenue shortfalls and rapid spending contributed to a deterioration of the external balance, excess domestic currency liquidity, exchange rate depreciation, and persistent inflation.

Democratic Republic of the Congo: Technical assistance report - Public investment management assessment - PIMA and Climate PIMA

This technical report discusses the results of the Public Investment Management Assessment (PIMA) of the Democratic Republic of Congo (DRC) undertaken in March 2022. Despite some recovery in the 2000s, the levels of public investment in the DRC remain well below the average for comparator countries, and access and quality of infrastructure are very poor, with major risks of deterioration. While the government aims to meet part of these needs by creating fiscal space, successful infrastructure development will hinge on improvements in investment efficiency, which can be achieved by strengthening public investment management practices.
Public investment management in the DRC suffers from weaknesses across the whole project cycle, both on paper (legal and regulatory framework) and in practice. Efficient project management is hampered by administrative and legal fragmentation, which leads to dilution of capacity, and by budget credibility issues. This report proposes seven high-priority recommendations that could greatly improve public investment management in the short to medium term. The report also includes the results of the climate module of the PIMA evaluation, which reflect that the DRC’s commitments in the fight against climate change are beginning to feed into public investment management practices.

Prioritizing and sequencing Security Council mandates in 2023: The case of MONUSCO

On November 21, 2023, the International Peace Institute (IPI), the Stimson Center, and Security Council Report organized a workshop to discuss the mandate and political strategy of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). This discussion was part of a series of workshops that examine how the activities included in peace operations’ mandates can be better prioritized, sequenced, and grounded in a political strategy.
The meeting note was drafted collaboratively by IPI, the Stimson Center, and Security Council Report. It summarizes the main points raised in the discussion under the Chatham House rule of non-attribution and does not necessarily represent the views of all participants.
