The EU is determined to help Libya return to peace and resume its transition towards a stable, secure and prosperous country. The EU is committed to the “Berlin Process” under the auspices of the UN as the sole viable framework to relaunch the political process in Libya. In addition to diplomatic action, the EU supports this objective through its international cooperation. Unlike most of the countries of the Southern Neighbourhood, Libya has not concluded an Association Agreement with the EU.

Since 2011, Libya has faced intense conflict and political fragmentation that have greatly impacted Libya’s social fabric, basic services, and national infrastructure. The economy, already damaged by conflict and COVID-19, has been furtherly affected by Russia’s war in Ukraine and the effects of climate change. This has made it even more difficult for the most vulnerable Libyans, refugees and migrants. In the aftermath of the devastating floods in September 2023, the EU has mobilised emergency assistance via its Civil Protection Mechanism.

The EU Delegation promotes good relations between Libya and the European Union and engages with the Libyan government, community representatives, civil society and media.
The EU is a leading donor of humanitarian and development assistance to Libya, providing a wide range of programs and projects in various sectors, including governance, health, local development, human rights and civil society, economic development, and migration management.
The EU Delegation works closely with the United Nations Support Mission in Libya (UNSMIL), EU Member States and other partners working towards the stabilization and democratic transition of Libya. - EU Border Assistance Mission in Libya | European External Action Service
EUBAM Libya supports the Libyan authorities in developing border management and security at the country’s land, sea and air borders. As a civilian crisis management mission with a capacity-building mandate, EUBAM assists Libyan authorities at the strategic and operational levels. The work is carried out through advising, training and mentoring Libyan counterparts in strengthening the border services in accordance with international standards and best practices, and by advising the Libyan authorities on the development of a national Integrated Border Management (IBM) strategy.

The Libyan peace process took place through a series of meetings, initiatives and actions aimed at resolving the long lasting Libyan Civil War. Among them, January 2020 conference in Berlin involved many World Powers, International and Regional organisations and representatives of countries of the Mediterranean Basin, all committed to a peaceful solution to the Libyan conflict.
One of the outcomes of the conference was the necessity to effectively implement the UN arms embargo on Libya. In order to deliver this outcome, on 17 February 2020, the Foreign Affairs Council of the European Union decided to launch a new CSDP (Common Security and Defence Policy) Operation in the Mediterranean focused on the implementation of the United Nation Security Council (UNSC) Resolutions on the arms embargo on Libya, while closing Operation EUNAVFOR MED SOPHIA. The new Operation, named EUNAVFOR MED IRINI (Greek for "peace") was thus launched on 31 March 2020 and extended to 31 March 2025 with Council Decision (CFSP) 2023/653.
