The European Union - Morocco relationship tackles common challenges such as economic development, innovation, climate change, justice, security, mobility, migration and good governance. The partnership is legally based on the Association Agreement, which entered into force in 2000. With the launch of the European Neighbourhood Policy in 2004, which was reviewed in 2015, Morocco gradually became a privileged partner of the EU in the field of political and economic cooperation as well as trade, technical and development cooperation.
The Association Council, which brings together the Ministers of the EU and Morocco, frames the EU-Morocco relationship, including the political dialogue and cooperation priorities. The last Association Council meeting took place on 27 June 2019 and adopted a Joint Declaration which gave new impetus to the strategic, multidimensional and privileged EU-Morocco relationship. - Economy and finance: Morocco | European Commission, Directorate-General for Economic and Financial Affairs
The European Commission conducts regular analysis on macroeconomic and financial developments in Morocco and holds regular discussions with national authorities about economic policies.

A Joint Declaration was adopted in June 2019 by the EU and Morocco outlining 4 structural areas for further collaboration: convergence of values; economic convergence and social cohesion; shared knowledge; political consultation and enhanced cooperation on security, at bilateral, regional, and international level.

The main objective of the Delegation is to work for the implementation of the partnership between the European Union and Morocco, within the framework of the European Neighbourhood Policy to: financially support the process of political, economic and social reform in Morocco thanks to an ambitious cooperation program; boost and modernise trade relations within the framework of signed trade agreements; strengthen cooperation in the field of security; ensure the implementation of the Mobility Partnership and, finally, ensure the follow-up of the Fisheries Protocol and “Green Partnership” Initiative.
The Delegation is also responsible for coordinating locally the action of the EU and the 24 EU member states accredited to Morocco (of which 19 are effectively represented there and have an embassy). The Kingdom of Morocco is a constitutional, democratic and parliamentary monarchy. The new constitution was enacted on 29 July 2011following what is now known as the Arab Spring. Article 1(3) of the Constitution states that "The regions of the kingdom are administered in a decentralised manner. This system is based on advanced regionalisation." Prior to the Arab Spring, an ad hoc consultative commission was established to broaden regionalisation and produced the "Report on Advanced Regionalisation" which guided the new overarching reformsset out in the constitution.
