EC Library Guide on country knowledge: Romania: Selected publications
Selected publications from international organisations
- Budgeting in Romania 2022
OECD, 2022.
The OECD Journal on Budgeting is published three times per year. It draws on the best of the recent work of the OECD Committee of Senior Budget Officials (SBO), as well as special contributions from finance ministries, academics and experts in the field and makes it available to a wider community in an accessible format. The journal provides insight on leading-edge institutional arrangements, systems and instruments for the allocation and management of resources in the public sector.
- Capital market review of Romania
OECD, 2022.
This publication provides a comprehensive overview of capital markets in Romania, focusing on conditions for stock market listing, secondary stock market liquidity, growth markets, modalities for household savings, institutional investors and market-based debt financing. It underlines potential areas for reform and suggests policy actions that could help Romanian authorities improve the legal, regulatory and institutional framework for capital markets and ultimately prepare a national capital market strategy.
- Country health profiles: State of health in the EU
OECD, European Observatory on Health Systems and Policies. OECD Publishing, 2023-
The State of Health in the EU country profiles provide a concise and policy-relevant overview of health and health systems in all EU countries, Iceland and Norway, emphasising the particular characteristics and challenges in each country. They are designed to create a means of mutual learning and voluntary exchanges that support the efforts of countries in their evidence-based policy making. Each country profile provides a short synthesis of: the health status in the country; the determinants of health, focussing on behavioural risk factors; the organisation of the health system; and the effectiveness, accessibility and resilience of the health system. The profiles are the joint work of the OECD and the European Observatory on Health Systems and Policies, in co-operation with the European Commission.
- EU country cancer profile: Romania 2023
OECD, 2023.
This profile identifies strengths, challenges and specific areas of action on cancer prevention and care in Romania as part of the European Cancer Inequalities Registry, a flagship initiative of Europe’s Beating Cancer Plan. It provides a short synthesis of: the national cancer burden; risk factors for cancer (focusing on behavioural and environmental risk factors); early detection programmes; and cancer care performance (focusing on accessibility, care quality, costs and the impact of COVID-19 on cancer care).
- OECD economic surveys: Romania 2022
OECD, 2022.
Over the last two decades, Romania has converged rapidly towards the OECD average income per capita. Its economy has also proved resilient: after a deep contraction in 2020 triggered by the coronavirus pandemic, activity has rebounded fast. However, short and medium term challenges remain. The recent surge in inflation and the new pandemic wave require prudent macroeconomic policies. Eventually, fiscal sustainability needs to improve to cope with ageing. Productivity levels remain well below the OECD average, calling for reducing competition barriers, raising human capital, enhancing the regulatory framework, and improving transport infrastructure.
- OECD review of the corporate governance of state-owned enterprises in Romania
OECD, 2023.
The Romanian government has undertaken important legal and institutional changes over the past decade to improve the governance and performance of its state-owned enterprises (SOEs), yet significant implementation shortcomings persist. This review describes and assesses the corporate governance framework of the Romanian SOE sector against the OECD Guidelines on Corporate Governance of State-Owned Enterprises. It also makes recommendations to help the Romanian authorities design adequate mechanisms to ensure the implementation of applicable rules for the exercise of state ownership and the governance of SOEs.
