The impact of Russia's invasion of Ukraine on the oil and gas sector has been significant. Western majors have been obliged to divest Russian assets, and many companies around the world have voluntarily stopped trading in Russian oil and gas. Countries, including the United States and Canada, have imposed bans on imports of Russian oil, liquefied natural gas (LNG), and coal. Europe, which is more dependent on Russian oil and gas, has yet to ban energy imports, but is putting in ambitious measures to reduce reliance on Russia.

The recent surge in energy prices has prompted many governments to introduce emergency measures to reduce the impact on consumers’ electricity and gas bills. In its REPowerEU Communication of 8 March 2022, the European Commission confirmed that price regulation can be used to mitigate the effect of higher energy prices on consumers’ bills. In this Policy Brief, a more targeted approach, based on lump-sum rebate payments, which protects energy-poor consumers from unaffordable energy bills, while maintaining the incentives to save energy, is proposed.
