- Europe’s Digital Decade: digital targets for 2030 | European Commission: Directorate-General for Communication
The Digital Decade policy programme 2030 sets up an annual cooperation cycle to achieve the common objectives and targets. This governance framework is based on an annual cooperation mechanism involving the Commission and Member States.
To reach the digital targets and objectives, the European Commission will accelerate and facilitate the launch of multi-country projects, large-scale projects that no single Member State could develop on its own.

In the next few years, quantum technologies will make it possible to do things that simply cannot be done today. With quantum, we will be able to look far beneath the ground or under the sea and perform complex computational tasks, like modelling biomolecular and chemical reactions, that the most powerful supercomputers cannot currently manage.

The Quantum Technologies Flagship is a long-term research and innovation initiative that aims to put Europe at the forefront of the second quantum revolution. The Quantum Technologies Flagship aims to support the work of hundreds of quantum researchers over 10 years, with an expected budget of €1 billion from the EU.
Following the Quantum Manifesto in 2016, the Flagship was launched in 2018, bringing together research institutions, and industry and public funders, consolidating and expanding European scientific leadership and excellence in quantum technologies. Its goal is to support the transformation of European research into commercial applications that make full use of the disruptive potential of quantum.
- The European Quantum Communication Infrastructure (EuroQCI) Initiative | European Commission, Directorate-General for Communication Networks, Content and Technology
The European Commission is working with all 27 EU Member States, and the European Space Agency (ESA), to design, develop and deploy the EuroQCI, which will be composed of a terrestrial segment relying on fibre communications networks linking strategic sites at national and cross-border level, and a space segment based on satellites. The EuroQCI will be a secure quantum communication infrastructure spanning the whole EU, including its overseas territories.

The European High Performance Computing Joint Undertaking (EuroHPC JU) aims to improve quality of life of European citizens, advance science, boost industrial competitiveness, and ensure Europe’s technological autonomy. It is a legal and funding entity, created in 2018 and located in Luxembourg. It pools together the resources of the European Union, 32 European countries and three private partners with the ambition of making Europe a world leader in supercomputing.

JRC carries out studies on selected quantum technology topics, contributing to the extensive EU programme in this exciting field. JRC study technology principles and practice, use-cases and applications, and products and companies.

Over the past 15 years the EU has been supporting research into quantum technologies. With a number of research projects being funded under the Horizon 2020 programme, the EU aims to stimulate interactions and collaborations amongst individuals and groups in Europe working in the field. Through the early investment into this field Europe is set to become one of the world leaders in quantum-enabled innovation, as there is ample evidence that we are able to transfer quantum technologies into commercial products for a rapidly growing market.
