An intergovemmental group of experts was appointed to find the best way to achieve these aims. The Belgian Foreign Minister, P. H. Spaak, who was put in charge Qf this group, gave very high priority to its task. The findings of the group were embodied in the so-called "Spaak Report," which was sent to the six foreign Ministers in April I956 and accepted by them as the basis for the drafting of treaties. The negotiations, also under the direction of Spaak, proved to be very difficult.
